Retrogression of Visas for Foreign Health Care Workers
In May 2005, President Bush signed The Emergency Supplemental Appropriations Act for Defense, the Global War on Terror, and Tsunami Relief of 2005 (P.L. 109-13) into law on May 11, 2005. Section 502 of the Act makes up to 50,000 unused employment-based visas from 2001 through 2004 available for “Schedule A” occupations, which includes foreign nurses and physical therapists in the healthcare field. The provision will benefit registered nurses and physical therapists from the Philippines, India, and China, which had exceeded their annual quotas.

Section 343 of the Illegal Immigration Reform and Responsibility Act of 1996
In April 2004 NAHCR sent letters to all US Senators and Department of Homeland Security Secretary Tom Ridge urging their review and delay of Section 343 of the Illegal Immigration Reform and Responsibility Act of 1996.
